Engine whine on start up

Lately my 88 Corvette has been whining on start up. It last for about 3 seconds and stops. I live in Indiana and its been getting colder, and that's about the time it started. I thought it was the alternator going out because it wouldn't keep the battery charged. Also thought it might be the belt since it needed to be changed. Today I changed both of them and its still whining on start up. The only other issue I've been having is the steering is kind of stiff. I've checked the fluid and its fine, but could it possibly be the power steering pump? My knowledge is a bit limited and I'm out of ideas. Any help would be great!
