no air from dash vents

The airflow on the vents from a C6 remains constant regardless of the climate control settings. The fan will increase or decrease in speed depending on the setting, but the air is almost all coming out of the floor vents regardless of what the cc says it is set to. This includes the front defroster.

The front defroster can be turned on high and the air is almost all directed out of the floor vent. Is there a way to test if it's an actuator or a valve of some kind that has gone bad? I've checked for any codes and get none.

Panel Mode Actuator

We suggest changing the Panel Mode actuator ACDelco 15-74123 GM Original Equipment Heating and Air Conditioning Panel Mode Door Actuator if it fails the operational test.

You will have to gain access to the HVAC unit under the dash pad and locate the Actuator on the driver side top. We have added pictures to help.
