Oil leak do to Harmonic balancer parting

Today, had my vet into shop to have inspected and bushings replaced in sway bar, told them I had a oil leak and ask while up on rack if they could tell me where oil leak coming from, they called me back to shop area after looking at leak and showed me that the harmonic balancer is working back and cutting into timing chain cover, that is where oil leak coming from, has anyone experienced this and if have does Chevrolet have recall on this, it is 98 C5 vet. How big of job to replace, what do ya have to do, does motor have to come out, how much will it cost me
