C4, manual trans. high idle

Whether starting the engine warm or cold, it jumps up to 1300-1400 rpm and will take a very long time (several minutes )to come down. For example, stopping at a red light, car in neutral, idle is at 1300 and will take over a minute to come down to 700-800 rpm. The engine never idles below 700. Checked vacuum lines and all look good. Help!

Remove your cap and rotor and check for corrosion on the cap. Not sure what year you have so until we know more of that information we cant help much.
