C5 power sport seats Ican hear the air pumps working but no air in back or bolster blatters

I just fixed my rocking seats with a shim kit from Corvette Central it seamad to work ok,However my air blatters on the lower back and the side bolsters don't inflate.
This happened to both seats the car has been stored for about 4 years with very little driving.
I can hear the punps working but no inflation can someone help me?
