help!!!headers ice cold on passanger side

my passenger side headers are ice cold but after running 15 min they become luke warm what does that mean please help!!!!!

Not sure what year car but I m assuming its fuel injected since one side of the motor is either not getting fuel or spark. Not sure of all the details either. Is it running ok or is it running rough. If its running at all start at the basics fuel and spark.
