second line alongside fuel pump line on passenger side where does it connect to?

You can cap the return line

The return line is not needed if you are upgrading the fuel pump to one that only has the "in" line from the fuel tank and the "out" to the carb. The fuel tank on an old Vette has its own vent.

The second fuel line is usually the fuel pump return line to the fuel tank or fuel overfill return line.
