dash lights 81 vette, won't work

I have no dash lights. Someone said it was the ground but I thought the dash was the ground. Where is the ground connection? Or what do you think? I checked all the bulbs,they are good. The fuse I don't know which one it is. I don't think it is any blown fuses.

I bought a 81 vet and the dash light was not working . Pulled all out and changed printed board on back of speed-0 and tach and checked all bulbs changed head light switch still nothing the green wire on back of cluster is the only wire with power
All fuses are good . I can just from green to gray wire and they work anyone have any input on these problem you could help me with
