Flip up light gets stuck on surroundings fiberglass

1976 Corvette w/ pop-up headlights.
The headlights will not go up because they get stuck on the surrounding fiberglass. When I push the fiberglass down around the headlight openings, the lights clear the opening & they can open. When I lift my hands, the fiberglass springs back up a bit & blocks the headlights from opening. The fiberglass seems not to be attached to the support bracket underneath.
I do not know what to do.
