Loss of power steering boost slowing from highway speed

Full frame-off restoration of '76 vette including all steering components. No issues for first 2 years on road but recently after driving at highway speeds for 15+ miles, exited highway and lost all steering boost. Happened multiple times and in each case full boost returned in about 15 seconds with no further issue at less than highway speeds. Recently replaced pump that was used in restoration but issue presented again with boost returning about 10-15 seconds at low speed (bottom of exit ramp). Suggestions appreciated.
