my speedometer readings are not accurate.

I think I need to change a gear in the side of the transmission.

I used highway mile markers for comparison and am 13% off. Tire sizes are stock.

Gears and GPS

What are you using for your reference? A hand held GPS would be a great tool for checking your accuracy! How much off is the speed? You may have to consider other factors like tire size and rear end gears if the car is no longer stock configuration. Usually the gears for the speedometer were set for different rear end gears. You can use any gear in the transmission but the speedometers are not that accurate to start with. If you can let us know what the difference between actual and indicated is we may be able to help more.
