1991 will not crank when hot

I have a 1991 L98 and when it has been driven for 30 -45 min or so and I turn it off / try to restart nothing happens, all dash lights come on, I have power at the solenoid, nothing happens, after 3-4 hours it starts like on day one.
I have a new starter with heat protection.
Is there an other relay in the system that could be defective when hot?
Or is the ECU at it’s end?
