2004 corvette flood damaged no dash lights wont start

I just bought a 2004 corvette. I put a new battery in it put key in ignition nothing comes on instrument cluster. also nothing happens when I try to start it. headlights brake lights tail light marker light all work but no turn signals. windows wont work but door locks and mirrors work. the radio wont work but the heat and air blower works and reads. I took the BCM apart and cleaned the corrosion off circuit board still nothing. I took the theft deterent relay out and jumped the purple and red wires and when I put the battery cable on it started turning over by itself. I pulled fuse 25 and reset the BCM still nothing. can someone please give me some advice
