85 corvette won’t start after shut off

New fuel filter 3 weeks ago gas was dirty car ran good . Ran gas down to reserve then drain gas out of tank put in new fuel pump systsem put gas in ran it for 5 min to make sure ok the went up to gas station shut car off put 15 gal in car would not start waited 5 min started up went home let it run for 15 min shut off would not start waited 5 min stared up shut it off right away would not start . Could fuel filter be that clod to not let fuel go through right away seep through after 5 min or something else. Your thoughts please
