Had the same problem. After removing the cat converter and replacing with a test pipe it still did it. Changed the fuel filter and never had the problem again even after reinstalling the cat, seems the lack of fuel causes it to run lean, causing the ECM to try to overcorrect fuel mixture resulting in the red hot exhaust. worked for me, plus it was less than $10,

Your catalytic converter is probably blocked. Had similar problem.
