97 corvette ran through car wash hasnt started since

my 1997 corvette ran fine till last week. I was in hurry and ran through car wash . windshield wipers didn't want to turn off.. after a while they stopped, car drove fine , made errands. parked car when I got home. went back out later that evening. wouldn't start. lights, radio all electrical work. battery was jumped but no response. had battery tested . was ran down. recharged it all good . tried it again. nothing/ engine doesn't turn over. new owner on s budget. starter, solenoid or alternator..maybe,, no access to getting a idea of what I am dealing with.. anyone out there had this problem or any ideas on what I hope is something minor
