Key Fob compatibility

I have a 2000 C5 convertible and it came with one key and one remote. I successfully got a spare key with the correct chip and it works fine. I just bought a remote on CL for what was for a 1999 C5 and tried to pair it with my car and nothing happens. The remote I bought has a "passive" on / off switch. Best I can find on the internet is that GM discontinued this remote and the non passive remote was the replacement. I replaced the battery before the pairing attempt so that's not the issue ( voltage is 3.2 volts).

Are these compatible or do I have a bad remote?
