my 1987 vette cooling fan is not coming on

i replaced the sensor, the sender,the relay,put in 180 degree thermostat,flushed radiator,and fan does not come on. fuse is good. when i turn on the key and car is cold temp reads 138 and oil pressure 8. could it be the dash cluster causing all this?
please HELP! im at the end of my rope.

ps. car only has 21,137miles on it.
