main and aux electric fans never go on

I have all the manuals....neither fan goes on in early cycling, with or without ac on.....cold. when normal operating temp reached niether go on. no air codes. how i figured out there was a problem, normally around 220 temp always go down....lately 240s...nothing....so when i popped bonnet no fan(s) activity.
