Sounds like you have a bad wiper motor control board. These are pretty simple to change and the best price we found on the (click link)C5 Corvette Wiper Motor W/Pulse Board Module that Fits Chevrolet Corvette C5 1997-2004 is about $60 compared at over $200 some places.
